SYMPTOMS

When you use a server that is running Microsoft Office Live Communications Server 2005 Service Pack 1 (SP1) to create a Live Communications Server 2005 Enterprise pool or archiving database on a back-end server that is running Microsoft SQL Server 2000, you receive the following error message:
Failure [0xC3EC78C5] Failed to execute the reconfigure command. Please ensure pending configuration changes are all resolved before installation can continue.

CAUSE

This behavior occurs if the user account that is used to install Live Communications Server does not have system administrator permissions on the back-end server that is running SQL Server. When this behavior occurs, the back-end server that is running SQL Server cannot create the Real-time Communications (RTC) database and its object.

RESOLUTION

To resolve this behavior, follow these steps:
  1. Start SQL Server Enterprise Manager.
  2. Expand SQL Server Group, and then expand the instance of SQL Server.
  3. Expand Security. Then, add the account that is used to install Live Communications Server if the account does not exist.

Note Make sure that you add the account by using Windows Authentication mode.
  4. Click the Server Roles tab, and then give the account the System Administrator server role for the back-end server that is running SQL Server. Then, click OK.
  5. Right-click the instance of SQL Server, and then click Properties.
  6. Click the Server Settings tab. Under Server behavior, make sure that Allow modifications to be made directly to the system catalogs is not selected.
Note After a Live Communications Server Enterprise pool or archiving database is created on a back-end server that is running SQL Server 2000, you may want to remove the System Administrator server role for security reasons. Additionally, you may want to add the db_owner database role to the Live Communications Server Enterprise pool or archiving database for the account that is used for Live Communications Server 2005.

STATUS

This behavior is by design.
