SYMPTOMS

The members of a restricted group may be removed from the group even though the policy has not changed.

CAUSE

This problem may occur if the domain controller is not available when the client computer tries to resolve the security identifiers (SIDs) in the Restricted Group Group Policy object (GPO). The client computer has its security channel on the domain controller.
