You receive a "Setup cannot modify or create the registry entry" error message when you try to start the ISA Server Management tool (891233)

SYMPTOMSWhen you try to start the ISA Server Management
tool, the ISA Server 2004 Installation Wizard starts but fails. You receive an error message that is similar to the following: Setup cannot modify
or create the registry entry SYSTEM\CurrentControlSet\Services\Tcpip\Parameters You
experience this problem when either of the following conditions is true:
- You start the ISA Server Management tool by using an account
that does not have the required permissions.
- You start the ISA Server Management tool by using an account
that is already a member of the appropriate security groups, but the user's access
token does not contain the required groups.
WORKAROUNDTo work around this
problem, use one of the following methods:
- If you start the ISA Server Management tool by using an
account that does not have the required permissions, delegate these
permissions to the user or add the user to the appropriate security groups.
- If you start the ISA Server Management tool by using an
account is already a member of the appropriate security groups, but the
user's access token does not contain the required groups, log the user off. Then, log the user on.

has confirmed that this is a problem in the Microsoft products that are listed
