"The Windows Installer Service could not be accessed" error message when you try to install Money (873280)

SYMPTOMS

When you try to install Microsoft Money or the Microsoft Money System Pack, you may receive an error message that is similar to the following:
The Windows Installer Service could not be accessed. This may occur if you are running in Safe Mode, or the Windows Installer may be installed incorrectly.
Note The System Pack is included on the Money CD-ROM, and it is installed when you install Money.

CAUSE

This problem may occur if one of the following conditions is true:
  • Your computer is running in Safe Mode.
  • Microsoft Windows Installer files are corrupted.

RESOLUTION

To resolve this problem, use one of the following methods.

Method 1: Restart your computer

Restart your computer in regular startup mode.

Method 2: Reinstall the Msint4.exe file

Note This step only applies to Microsoft Money 2003 and earlier. If you have Microsoft Money 2005 or Microsoft Money 2004, go to Method 3.

To reinstall the Msint4.exe file, follow these steps:
  1. Insert the Money CD into the CD drive or into the DVD drive. Hold down the SHIFT key to prevent the program from starting automatically.
  2. Click Start, click Run, type drive:\Msint4.exe, and then click OK.

    In this example, drive is the letter of your CD or DVD drive.
  3. Follow the instructions that appear on the screen to complete the installation.
