"You do not have permission to upload this document" error message when you upload a document to a document library in SharePoint Portal Server 2003 or in Windows SharePoint Services (842570)

SYMPTOMS

If you are assigned the Coordinator role to a document library in Microsoft Office SharePoint Portal Server 2003 or in Microsoft Windows SharePoint Services, and you upload a document to a document library in the portal site or in the Web site by using a Web browser, you may receive the following error message:

You do not have permission to upload this document.

You do not experience these symptoms if you are a member of the local Administrators group or if you connect to the document library by using Web folders and upload the document.

CAUSE

This issue occurs if the Everyone group does not have sufficient permissions to write to certain folders on the server. When you upload a document to a document library in SharePoint Portal Server 2003 or in Windows SharePoint Services, temporary files are written to certain folders on the server. You experience the symptoms in the "Symptoms" section if the Everyone group does not have sufficient permissions to the folders that store the temporary files.

WORKAROUND

To work around this issue, modify permissions of the folders on the server that stores temporary files as follows:

Assign Read permission and Write permission to the Everyone group and to the Authenticated Users group for the following folder:
%Windir%\Temp
Assign Read permission and Write permission to the Everyone group for the following folder:
Drive:\Documents and Settings\All Users\Application Data\Microsoft
Note Depending on the programs that are installed on the server, you may have to assign Read and Write permissions to the Everyone group for other profiles that are stored in the Drive:\Documents and Settings folder. You may want to check to make sure that the Everyone group is assigned Read and Write permissions to the Microsoft subfolder for all profiles that are stored in the Drive:\Documents and Settings folder.
