When you close that activity, the ActualDurationMinutes value in the activity record for the OrganizationName_MSCRM Microsoft SQL Server database is not updated with the DefaultTimeSpent value for the activity.RESOLUTIONMicrosoft CRM has a fix for this problem that is part of a cumulative update.
