You cannot run the 32-bit version of the Ipconfig.exe tool on Windows Server 2003 64-bit Edition (836829)

SYMPTOMS

When you use the CreateProcess function to run the 32-bit version of the Ipconfig.exe tool, or if you try to run the 32-bit version of Ipconfig.exe from the command line, you may receive the following error message:
This application has failed to start because netman.dll was not found.

CAUSE

This issue occurs because the Netman.dll file that you must have to run the 32-bit version of the Ipconfig.exe tool is not included in the %systemroot%\sysWOW64 folder.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.
