PRB: The Windows Rights Management Services (RMS) root certification server does not function correctly after you upgrade RMS (832957)

SYMPTOMS

After you upgrade Windows Rights Management Services (RMS) by restoring your previous configuration database and your previous logging database from a backup of your previous installation, you may notice that the RMS root certification server does not function correctly. Additionally, you may notice that your computer logs the following error entry in the event log:
General Error

CAUSE

You notice this problem because the RMS root certification server cannot locate the system messages that are stored in the sysmessages database table.

RESOLUTION

To resolve this problem, use one of the following methods:
  • Method 1: When you upgrade RMS, upgrade your configuration database instead of restoring this database from a backup. After you upgrade RMS, restore the logging database from your backup.
  • Method 2: When you upgrade RMS, restore the whole database structure of your database server, not just the configuration database and the logging database.
