128-Bit SSL Connection Cannot Connect to Web Sites That Use Department of Defense Certificates (832259)

SYMPTOMS

In Microsoft Visual InterDev, if you try to create a new project or if you try to open an existing project, and if the Web site is set to Require 128-bit and is using a Department of Defense certificate, you may receive one of the following error messages:
Unable to connect to a server.
Unable to contact web server.
You may also receive the following error message:
Frontpage is unable to establish a secure connection with the server, because the server's SSL certificate is either invalid, or issued by an untrusted certificate authority. (Error code = 800040050).

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.
