SYMPTOMS
When you start Microsoft Visual Studio .NET 2003 to create
Crystal Reports, you may receive an error message if the following conditions
are true:
- You do not have administrative permissions on the
computer.
- You use the mandatory roaming profile.
The error message is similar to the following:
Package 'VsRptDesigner Package' has failed to load properly ( GUID
= {A9D2......} ). Please contact package vendor for assistance. Would you like
to disable loading this package in the future? You may use 'devenv
/resetskippkgs' to re-enable package loading. Application restart is
recommended, due to possible environment corruption.
RESOLUTION
A supported hotfix is now
available from Microsoft, but it is only intended to correct the problem that
is described in this article. Only apply it to systems that are experiencing
this specific problem. This hotfix may receive additional testing. Therefore,
if you are not severely affected by this problem, we recommend that you wait
for the next Visual Studio .NET service pack that contains this
hotfix.

are listed in the following table. The dates and times for these files are
listed in coordinated universal time (UTC). When you view the file information,
it is converted to local time. To find the difference between UTC and local

Control Panel.
