You Cannot Use Windows Rights Management Content When Kernel Debugger Options Are in Your Startup Settings (830692)

SYMPTOMS

If you use kernel debugger options in the startup settings on your computer, and you try to use the Microsoft Windows Rights Management (RMS) client, you may receive an error message. Additionally, you cannot work with the RM-protected content.

RESOLUTION

To resolve this problem, remove the kernel debugger options from the Boot.ini file on your computer, and then restart the computer.

On most computers, when an error occurs in the RMS client, you receive an error message. However, in rare cases, the computer stops responding, and you must restart your computer to resolve this problem.

The problem that is described in the "Symptoms" section of this article also applies to the Information Rights Management (IRM) features in Microsoft Office 2003, because these features also use the RMS client.
