RESOLUTION
Note
If NetBIOS over TCP/IP is disabled, the
Domain Name part
of the user name format
Domain Name\
User Name should
be a fully qualified domain name (FQDN). For example, if the user name is
username at
testdomain.microsoft.com, the user name should be
testdomain.microsoft.com\username for the call to
NetUserGetLocalGroups() to succeed. If you use a domain name that is not an FQDN as part of the user name,
you will receive
the error that is noted in the "Symptoms" section. For example, if you use
testdomain\username as the user name, you will receive this error.
Note This issue has been resolved in Windows Server 2003 Service Pack 1 (SP1) and in Windows Server 2000 Service Pack (SP4) Rollup 1.
