HTML export in Publisher 2003 fails if the exported file is first saved by using FTP (829171)

SYMPTOMSWhen you click Publish to the Web to try to
save an HTML document to an HTTP Web server by using Microsoft Office Publisher
2003, after you save the same document by using File Transport Protocol (FTP),
you may receive the following error message: Publisher
could not save the file to the Web. CAUSEPublisher 2003 detected a change that was made to the server
copy of the file while the local copy was open, and does not permit a user to
save the local file changes on top of those server copy changes. The changes
that were detected were the result of the earlier save by using FTP. Therefore,
you may receive the error message that is mentioned in the "Symptoms"
section.WORKAROUNDTo work around this problem, save the document again. You
will still receive the error message. However, you can safely ignore the error
message. The file will update correctly on subsequent saves because the, HTTP
and FTP, protocols do not permit client programs, such as Publisher 2003, to
own a 'write lock' on files located on a server.STATUSMicrosoft has confirmed that this is a bug in the Microsoft
products that are listed in the "Applies to" section of this
article.
