You cannot add a shortcut to new folders on the Shortcuts bar by using an add-in in Outlook 2003 (829063)

SYMPTOMSIf you run an add-in in Microsoft Office Outlook 2003, the
add-in creates a new personal folders (.pst) file and tries to add a shortcut
to the new folders in the Outlook 2003 Shortcuts Bar. However, the shortcut is
not created as expected.CAUSEThis problem occurs because the add-in cannot create the
shortcut to the folders because the folders do not exist during the
execution.WORKAROUNDTo work around this problem, quit and then restart Outlook
2003. Because the folders now exist, the add-in will successfully create the
shortcut to the folders.STATUSMicrosoft
has confirmed that this is a problem in the Microsoft products that are listed
in the "Applies to" section of this article.
