"Naming Information Could Not Be Located" Error Message When You Try to Start the Active Directory Users and Computers Snap-in (826893)

SYMPTOMS

On a Windows 2000-based computer with Proxy Server 2.0 installed, you may receive the following error message when you try to start the Active Directory directory service Users and Computers snap-in:
Naming information could not be located because the server is not operational.

RESOLUTION
