OFFXP: You Receive an Error Message When You Try to Install Office XP Web Services Toolkit 2.0 on Windows 2000 SP4 (825038)

SYMPTOMS

When you try to install Microsoft Office XP Web Services Toolkit 2.0 on Windows 2000 with Service Pack 4 (SP4) installed, you receive the following error message:
There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.
If you turn on verbose logging during the installation, the following entries are shown:

CAUSE

Office XP Web Services Toolkit 2.0 was created before Windows 2000 SP4 was released. Office XP Web Services Toolkit 2.0 does not recognize Windows 2000 SP4 as a valid operating system.

STATUS

Microsoft has confirmed that this is a problem in Office XP Web Services Toolkit 2.0. Microsoft is researching this problem and will post more information in this article when the information becomes available.
