DNS Delays Sending a Server Failure Response to a Client (824068)

SYMPTOMSWhen a client computer makes a Domain Name System (DNS) request to resolve a
fully qualified domain name (FQDN), the DNS server on a Windows 2000-based server waits up to 15 seconds before
it sends a server failure response to the client. During this time, the
DNS server does nothing else to resolve the name. This problem occurs with or without
forwarders configured on the DNS server.CAUSEIf the DNS server sends a query to a second DNS server (forwarder or root
hint) to resolve the FQDN, and if the second DNS server returns a server failure
response, the first DNS server ignores the response. The first DNS server repeats this response for each configured forwarder or root hint. After the
recursion timeout expires (by default 15 seconds, but you can configure the timeout through
the Registry), the first DNS server returns a "Server Failure" message to the
