Non-administrative users cannot log on to a computer after they use the Elevated Rights Deployment Tool to run a program in SMS 2.0 (822792)

SYMPTOMSNon-Administrative users cannot log on to a computer after you install a program using the Elevated Rights Deployment Tool (RunOnce.exe). You may experience this problem when you try to install any one of the following programs: - Microsoft Data Access Components (MDAC) 2.6 or later. MDAC requires administrative credentials and updates after your computer restarts.
- Microsoft Internet Explorer 6.0.
- Microsoft Internet Explorer 6.0 Service Pack 1.
- Any other program that requires administrative rights to complete installation after the computer is restarted.
CAUSEThis problem occurs because these programs write entries to the RunOnceEX subkey in the registry of the client computer. The Elevated Rights Deployment Tool monitors the RunOnce registry subkey but does not monitor the RunOnceEX subkey.MORE INFORMATION When you use the Elevated Rights Deployment Tool to run these programs, you may receive output that is similar to the following: SUCCESS: Executed setup_program /q:a /c:"setup_program /q /n SUCCESS: No new registry entries were found in RunOnce
The documentation for the Elevated Rights Deployment Tool incorrectly states that this tool is ideal to run software such as Internet Explorer. Internet Explorer 6.0 and Internet Explorer 6.0 Service Pack 1 create a RunOnceEX subkey that the Elevated Rights Deployment Tool cannot read. Non-Administrative users cannot log on to the computer until after an administrator logs on to the computer. The program installation continues, with administrator credentials, and removes the data from the RunOnceEX registry subkey.STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
