Failure audit event ID 628 occurs when the domain local group member changes the password of another account (822377)

SYMPTOMSIf you delegate control to a domain local group in Microsoft Windows 2000 Server, and then you assign the group the Reset passwords on user accounts permission (the "User-Force-Change-Password" extended right) for an organizational unit (OU), when a member of the group forces a password change for a user in the OU, the following failure audit event is logged in the security event log on the domain controller: Event Type: Failure

CAUSEThe failure audit event ID 628 occurs because the first attempt to change the target account password is submitted by the client computer by using the Kerberos "kpasswd" User Datagram Protocol (UDP) protocol. The "kpasswd" datagram token does not contain domain local group security identifiers (SIDs).
The token is sourced in the KRB_AS_REQ/KRB_AS_REP ticket that is obtained during user logon. The server response uses an internal Security Accounts Manager (SAM) function to enumerate group membership for the user. Domain local groups are not returned in this list of account SIDs (the token).
The second attempt is successful (success audit event IDs 642 and 628) because the password change is retried by using the SAM Remote Procedure Call (RPC) interface to set the user password.RESOLUTIONHotfix InformationA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes.
