BUG: You receive a "System resources are critically low" error message when you add users to the permissions for a public folder in Outlook 2003 (820870)

SYMPTOMS

When you try to add users to the permissions of a public folder in Outlook 2003, you may receive the following error message:
System resources are critically low. Close some windows.

CAUSE

This problem may occur if you try to add a group of users (for example, a distribution list) to the permissions of a public folder.

WORKAROUND

To work around this problem, do not add a group of users. Instead, add individual users to the permissions of a public folder. For example, add a user who has a globe next to their name. To do this, follow these steps:
  1. Start Outlook 2003.
  2. Open the public folder that you want other users to have access to.
  3. Right-click the public folder, and then click Properties.
  4. On the Permissions tab, click Add.
  5. In the Add User dialog box, click to select a user, and then click Add.
  6. Repeat step 5 for each individual user who you want to give access to the public folder.
  7. Click OK to close the Add User dialog box.
  8. Click OK to close the Properties dialog box.
