"Control Userpasswords" Command on Domain Controller Causes 100 Percent CPU Utilization (817525)

SYMPTOMS

When you run the control userpasswords command on the domain controller, the Rundll32.exe and the Lsass.exe process cause 100 percent CPU utilization, and the Rundll32.exe process exhausts all memory.
