Under some conditions, access violations may occur in the
PerfRegQueryValue function. This problem may cause Microsoft Operations Manager (MOM) 2000 to generate event 21168 entries every other second:

Description:
The Agent Manager's primary thread experienced an unexpected C++ exception. Current processing has been terminated, but the thread is still running and will continue to perform scheduled processing and on-demand requests. More information about the exception follows.
RESOLUTION
A supported fix is now available
from Microsoft, but it is only intended to correct the problem that is
described in this article. Apply it only to computers that are experiencing
this specific problem. This fix may receive additional testing. Therefore, if
you are not severely affected by this problem, Microsoft recommends that you
wait for the next Windows 2000 service pack that contains this hotfix.
