XCCC: Outlook Web Access Cannot View or Delete Non-Delivery Report (817451)

SYMPTOMS

If you use Microsoft Outlook Web Access (OWA) to send mail to a non-existent recipient, and you put only spaces in the subject line, when you try to open the non-delivery report (NDR) that you receive in response to the undeliverable mail, you receive the following error message:
The page cannot be found. 404 - File not found.
When you try to delete the NDR, you receive the following error message:
Some items could not be deleted. They were either moved or already deleted, or access was denied.
If you use Microsoft Outlook to view and delete the NDR, you can do so, and you do not receive either error message.
