Windows File Protection Logs an Event ID: 64021 When You Run the SFC Utility (816838)

SYMPTOMS

When you run the System File Checker utility (Sfc.exe) to scan and check the versions of protected operating system files, the following 3 events may appear in the Event Viewer System log:

Description:
The system file c:\winnt\system32\wuaucpl.cpl could not be copied into the DLL cache.
The specific error code is 0xe0000102.  This file is necessary to maintain system stability.

CAUSE

This issue may occur if all the following conditions exist:

You upgrade Windows 2000 Datacenter Server to Windows 2000 Service Pack 3 (SP3).
You run the sfc /scannow command from a command prompt.

This issue occurs because the files that are associated with the Windows Update Service are not present when you scan and check the protected operating system files.

When you run the sfc /scannow command, you are notified that the following files are missing:

Wuaucpl.cpl
Qmgrprxy.dll
Qmgr.dll.

These files are associated with the Windows Update Service.

Qmgr.dll
This file is the Background Intelligent Transfer service.
Wuaucpl.cpl
This file is a Control Panel file that is named Windows Update AutoUpdate Control Panel.
Qmgrprxy.dll
This file is the Background Intelligent Transfer service proxy.

By default, these Windows Update Service-related files are not used on Windows 2000 Datacenter Server. The Microsoft Datacenter program does not recommend that you update Windows 2000 Datacenter Server-based computers by using the Windows Update feature. This precaution is because an update may by-pass the Change Control feature in Windows 2000 Datacenter Server.

The Background Intelligent Transfer service (BITS) is installed by the Windows Update Automatic Updates Client 2.2 program, Microsoft Software Update Service 1.0, or as part of Windows 2000 SP3.

BITS is a background file-transfer mechanism and queue manager. Requests to BITS are submitted and the files can be transferred in a throttled way so the user is not affected by the bandwidth that is consumed. Requests persist across disconnections and computer restarts until the files are transferred, at which time the requesting program is invoked and notified that the transfer is complete. This feature makes it possible for low-priority download operations to complete in the background without affecting the user's bandwidth. BITS is a background component and has no user interface, nor can it be uninstalled. This component is a part of Windows Automatic Update.
