SYMPTOMS

When you create a rule in Microsoft Outlook that specifies that any sender in the Global Address List (GAL) is an exception to the rule, this exception to the rule may not be applied as expected.

For example, if you create a rule to move all messages that you receive that contain "Project 1" in the Subject line to the Project1 folder in your Inbox, and you also specify that any sender in the GAL is an exception to this rule, the messages that you receive that contain "Project 1" in the Subject line are moved to the Project1 folder in your Inbox. This unexpectedly includes messages that you receive from senders who are listed in the GAL.
