Microsoft Project displays Gantt bars in the order that they are specified in the Bar Styles dialog box (accessed by selecting Bar Styles from the Format menu).

When making changes to the Gantt Bar Styles, it is important to consider the order in which your Gantt bars are defined. If more than one Gantt bar is defined for a particular row in the Gantt Chart, the bars are drawn in the order they are listed in the Bar Styles dialog box. This can result in some bars not being displayed as expected.

For example, in the default Gantt Chart view, a progress bar will be drawn on top of Critical and Noncritical tasks that have a Percent Complete value of greater than zero. This is because the progress bar is defined after the critical and noncritical bars in the Bar Styles list. If the progress bar was listed as the first bar in Bar Styles, it would be overwritten by the other bars and not appear on the display.

When defining bars for your Gantt Bar Styles, be sure to do so in the proper order so that the ones you want on top are drawn last. The top-most bars should appear at the bottom of your Bar Styles list.
