You receive Windows File Protection errors when you try to install Project 2000 (329829)

SYMPTOMS

When you try to install Microsoft Project 2000, you may receive any one of the following Windows File Protection (WFP) error messages:

Message 1
Error 1406: Could not write value Installed to key Registry key address. Verify that you have sufficient access to that key, or contact your support personnel.
Message 2
Internal error 1310, Cannot write to file winnt/system32/c_1258.nls
Message 3
Error 1933 - Windows File Protection
Windows Files must be installed for your installation to proceed.
Message 4
Error 1933 - Setup was unable to update protected operating system files.
You may also be prompted to insert the Windows operating system startup disk.

CAUSE

This issue may occur if you try to install Project 2000 on a computer where both of the following conditions are true:
  • The computer has Microsoft Office 2000 or Microsoft Office XP installed.
  • The computer is running Microsoft Windows Millennium Edition, Microsoft Windows 2000, or Microsoft Windows XP.
The issue occurs because Project 2000 tries to replace Internet Explorer files or Office Tools files that are write-protected by WFP with older versions of these files.

RESOLUTION

To resolve this issue, install Project 2000 without updating or installing Internet Explorer and with the Office Tools feature disabled. To do this, follow these steps:
  1. Insert the Project 2000 installation disk into the drive.
  2. Click Start, click Run, type <drive letter>:\setup.exe noie=true, and then click OK.

    Note Replace the <drive letter> placeholder with the letter of the disk drive.
  3. On the Installation Wizard page, type your user name, organization, and installation disk key, and then click Next.
  4. On the End-User License Agreement page, click I accept the terms in the License Agreement, and then click Next.
  5. On the Ready to Install page, click Customize, click the folder in which you want to install Project 2000 and then click Next.
  6. On the Selecting Features page, click Office Tools, click Not Available, and then click Next.
  7. Follow the instructions on the screen to complete the installation of Project 2000.
