System error 31 after applying Microsoft ODBC DB2 hotfix on Windows 95 (328564)

After you install a hotfix for the Microsoft ODBC Driver for DB2 on a Microsoft Windows 95 platform, you may receive the following error:
"Specified driver could not be loaded due to system error 31 (Microsoft ODBC driver for DB2)".
Error 31 means "A device attached to the system is not functioning".
CAUSE
A previous hotfix ( 280123 Internal NetLib Error When OLE DB Data Source Is Instantiated) corrected a security issue in the Microsoft ODBC Driver for DB2 performance monitor module. However, one of the APIs that is used (SetEntriesInAcl) is not supported in the Windows 95 platform.
This behavior is not a problem on other operating systems (Windows XP, Windows 2000, Windows NT 4.0, Windows Millennium Edition, Windows 98).

STATUSMicrosoft has confirmed that this is a problem in Microsoft Host Integration Server 2000.
This problem was corrected in Microsoft Host Integration Server 2000 Service Pack 2.
