SMS: Makecoll.exe Does Not Work After You Install the Hotfix Rollup Package or Systems Management Server 2.0 Service Pack 5 (328193)

When you run Makecoll.exe against a Microsoft Systems Management Server (SMS) 2.0 Service Pack 5 site or a site that has Service Pack 4 and the Hotfix Rollup Package (Q323206) installed, Makecoll.exe may not work, and you may receive the following error message: ERROR: Could not store new collection in the repository.
You probably do not have permission to create collections. Additionally, lines that are similar to the following lines may appear in the Smsprov.log file:
E:\opalsp2\sdk_provider\nt\smsprov\SspSecurityExtractor.h(109) : Client connected without impersonation activated, cannot retrieve group membership.
Set the impersonation level to impersonate in the client program.
E:\opalsp2\sdk_provider\nt\smsprov\SspSqlSourceExtractor.h(213) : Unable to connect to SQL Source!
CAUSEThis behavior occurs because
SMS and the Windows Management Instrumentation (WMI) SMS Provider enforce a
strong security model. As a result, the SMS Provider uses the impersonation method. However, Makecoll.exe was not originally compiled by using the impersonation method. This hotfix changes the Distributed Component Object Model (DCOM) impersonation level of Makecoll.exe to Impersonate.
