The Help files for Windows NT 4.0, Windows 2000 and Windows XP incorrectly state that you can use a "country=" entry in the Config.nt file to "enable the MS-DOS subsystem to use international time, dates, currency, case conversions, and decimal separators."
RESOLUTION
To resolve this problem, note the following correct information. Windows NT 4.0, Windows 2000 and Windows XP all use the Regional Options (or Regional and Language Options) to determine how the time, date, currency, case conversions and decimal separators should be displayed. Also, when you run a program in a CMD or COMMAND window and there is a "country=" line in the Config.nt file, it is filtered out, and replaced with the Regional Settings from the currently logged on user.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
