SYMPTOMS

The Microsoft Mobile Information 2001 Server Carrier Edition SMS Connector Service (Smsgw.exe) may always set the data coding scheme value to 0x11 or 17.

CAUSE

This problem occurs because Mobile Information 2001 Server Carrier Edition does not preserve the SMS_Encoding value of the incoming messages to identify the incoming character set.

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem.

The English version of this fix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Microsoft has confirmed that this is a problem in Microsoft Mobile Information 2001 Server.

The encoding value that SMPPv3.3 uses, named "Data Coding Scheme," is a one-byte integer. The 256 possible combinations are defined by the Global System for Mobile Communications (GSM). The value of 0x11 is defined as implementation-dependant.

This fix contains two parts: one installs the file Httpconext.dll, and one makes changes to Active Directory. The changes to Active Directory are made in LDF format. These changes make it possible to pass SMS_Encoding property values to Mobile Information 2001 Server Carrier Edition without modifying those values:
