"An OLE registration error occurred" error message when you start Outlook 2000 (318653)

SYMPTOMS

If you start Microsoft Outlook 2000, you may receive the following error message:
An OLE registration error occurred.
The program is not correctly installed.
Run Setup again for the program.

CAUSE

This behavior can occur if one of the following is true:
  • You install Microsoft Internet Explorer with a Browser Only or Custom installation that does not install Microsoft Outlook Express and then you install Outlook 2000 without updating the browser. This is an issue because the Outlook Express support files that are required by Outlook 2000 are not installed.
  • The installation of Outlook Express has been corrupted.

RESOLUTION

To resolve this behavior, remove and reinstall Outlook Express.

If the behavior still occurs after you remove and reinstall Outlook Express, you can manually uninstall and reinstall Outlook Express.
