Cannot Stop a PC Card ATA Device After Formatting from NTFS to FAT (313934)

When you try to stop a PC Card ATA device, you may receive the following error message:
The device 'Generic volume' cannot be stopped because a program is still accessing it.
You receive this error message even if no program is using the device. This problem occurs after you format a medium that uses the NTFS file system to use the FAT or FAT32 file system in the PC Card ATA device.
