Error Message: The User Configuration Feature Cannot Be Installed Without Admin Package (312409)

SYMPTOMS

When you attempt to install the Administrative Tools component of Microsoft Mobile Information Server on a computer that is running Microsoft Windows XP Professional, you may receive the following error message:
The User Configuration feature cannot be installed without Admin Package. Install Admin Package and re-run setup.

CAUSE

This problem can occur if the component that you are installing (specifically, the User Configuration component in Administrative Tools) cannot be installed unless the Administration Tools Package (Adminpak.msi) is installed. Because the necessary Adminpak.msi file is not available yet, you cannot remotely provision users from a computer that is running Windows XP Professional.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
