Resultant Set of Policy Tool Displays Duplicate Policy in Precedence List (311726)

This article was previously published under Q311726 SYMPTOMS When an administrator runs the Resultant Set of Policy MMC
snap-in (Rsop.msc), the Precedence list may contain duplicate entries for policy application of a
given policy setting. This may be noticeable when an administrator views the Precedence list for the "Run these programs at user logon" policy setting.
CAUSE The processing of the "Run these programs at user logon"
policy is unique in that, if it is applied through multiple policies, the
initially-created value is deleted, and is then replaced with the
most-recently-applied setting. This is somewhat different than standard policy
application because, a given value is (typically ) replaced, but the original
value is overwritten rather than deleted. This delete action is captured by
Windows Management Instrumentation (WMI). The Resultant Set of Policy snap-in
utilizes WMI queries to determine the policy Precedence list. Because of the nature of the query that is used, the delete
action is noted, and the 'deleted' policy is added to the Precedence list. STATUSMicrosoft
has confirmed that this is a problem in the Microsoft products that are listed
at the beginning of this article.
MORE INFORMATION Although the problem that is described in the "Symptoms"
section of this article may be confusing, it is somewhat normal because of the
type of policy operation that occurs, and the WMI query that is used. There are
no changes to policy application that are caused by this issue. Because of this
lack of change, the problem is cosmetic, and does not cause any loss of
functionality.
