Active Directory Migration Tool does not migrate passwords and reports that the RPC Server is unavailable (311419)

When you are using the Active Directory Migration Tool version 2 to migrate users and their passwords from a Microsoft Windows NT 4.0 domain to a Windows 2000 domain, the user migration might succeed, but the password migration may fail.
If you examine the migration log file, you may see an error message that is similar to the following error message:
2001-10-05 16:31:30 CN=cr3 - Created
2001-10-05 16:31:31 W1:7557 Failed to copy the password for cr3. A strong password has been generated instead. Unable to copy password. The RPC server is unavailable..
2001-10-05 16:31:31 Complex passwords for the users, whose passwords could not be copied, will be stored in C:\Program Files\Active Directory Migration Tool\Logs\passwords.txt until further notice.
CAUSE
This problem can occur if the password export server is unable to resolve the fully qualified domain name (FQDN) of the destination server.
NOTE: Version 2 of the Active Directory Migration Tool requires both NetBIOS and host (DNS) resolution.
RESOLUTION
To resolve this problem, configure the password export server to use the DNS server of the destination domain.
