Authors Cannot Move Documents Between Folders (309944)

When you use Web folders to move documents between workspace folders in Microsoft SharePoint Portal Server 2001 or in Microsoft Office SharePoint Portal Server 2003, you may receive the following error message:
You do not have permission to move this file or folder into the new folder, or there are network problems preventing authentication from the server.
CAUSE
This is behavior is by design. It prevents authors from bypassing the publishing process.
RESOLUTION
The user must be assigned the coordinator role at the destination folder for the document move to be permitted.
