A user with the Exchange Administrator role from a member server cannot create a new Recipient Update Service on the domain level. When the user tries to create the new Recipient Update Service, the user receives the following error message:
Access is denied.

However, the same user can delete an existing Recipient Update Service on the domain level.
RESOLUTION
If the user needs to create a new Recipient Update Service on the domain level from a Microsoft Windows 2000-based member server, the user needs to have Exchange Full Administrator permissions.
Alternatively, a user who is an Exchange Administrator can create a new Recipient Update Service on the domain level from a Windows 2000-based Domain Controller.
If the user needs to create a new Recipient Update Service on an Exchange 2000 cluster, the user needs to be a member of the Local Administrators group.
