SYMPTOMS

You may experience any of the following symptoms:
  • If an administrator changes the e-mail program on the Programs tab of Internet Options, the change applies to all users. Because of this, you are unable to set a different e-mail program for different users.
  • If a non-administrator changes the e-mail program on the Programs tab of Internet Options, the change does not take effect.

CAUSE

The e-mail program that is selected on the Programs tab of Internet Options is not stored on a per-user basis, and only administrators can change this setting. This setting specifies which program is run for a mailto: Uniform Resource Identifier (URI), programs that make Messaging Application Programming Interface (MAPI) calls, and the Send Page by E-Mail command in Internet Explorer.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

MORE INFORMATION

Note that any shortcuts in the Start menu, Quick Launch toolbar, and desktop can be customized on a per-user basis. However, the default e-mail program cannot be set on a per-user basis.
