Placeholder Formatting Controls are Incorrect in the Web Author (309280)

When you attempt to edit content within a placeholder in the Content Management Server (CMS) Web Author, you may note that the formatting permissions are incorrect.
For example, a user that attempts to edit the content of a placeholder that has its Text Permissions Formatting control set to Bold, Italic and HTML Styles may have full formatting permission even though the placeholder is not set to allow full formatting. The user may be able to change font type and font size, apply bold or italic formatting or underlining, change foreground and background colors, apply numbered and bulleted lists, and format left, center, or right alignment and indentation.
