XADM: Cannot Send Mail to Distribution List with the "Report to Owner" Option Selected and No Owner Selected (309209)

If you create a distribution list (DL), select the report to owner option, and do not select an owner, the DL may not expand, which results in a non-delivery report (NDR). The categorizer may report error
0xc0040557. This situation may also occur if the owner account that you originally selected
is deleted from Active Directory.
