XCCC: High Importance Message Is Not Routed as a High Priority Message When Sent by Using OWA (309137)

If you use Microsoft Outlook Web Access (OWA) to send a message with high importance, the message may be routed as a standard priority message, but the message may be received as a high-importance message (displayed with a red exclamation point).
CAUSE
Each message contains both the PR_PRIORITY and PR_IMPORTANCE properties. This problem can occur if the PR_IMPORTANCE property is set correctly, but the PR_PRIORITY property is left blank.

The PR_PRIORITY property is used for routing purposes and the PR_IMPORTANCE property is used to determine whether the red exclamation point is displayed.
