OFF2000: Windows Installer Stops Responding When You Attempt to Upgrade from Office 97 to Office 2000 (299702)

SYMPTOMS

When you attempt to upgrade from Microsoft Office 97 to Microsoft Office 2000, Windows Installer may stop responding (hang).

When you view the installation log file, you notice an entry similar to the following
MSI (s) (c8:bc:): invoke wait timed out.
and you are unable to install Office.

CAUSE

This behavior can occur if you attempt to upgrade to Office 2000 on a Microsoft Windows 2000-based computer.

This behavior occurs because the SYSTEM computer account has insufficient permissions to access programs by using the Distributed Component Object Model (DCOM) protocol.

RESOLUTION

To resolve this issue, add the SYSTEM account to Default Access Permissions and to Default Launch Permissions in the Distributed COM Configuration Properties dialog box. To do this, follow these steps:
  1. Click Start, and then click Run.
  2. In the Open box, type Dcomcnfg.exe, and then click OK.
  3. In the Distributed COM Configuration Properties dialog box, click Edit Default on the Default Security tab under Default Access Permissions.
  4. In the Registry Value Permissions dialog box, click Add.
  5. In the List Names From list, click the Domain selection that you want.
  6. In the Names list, click SYSTEM (the operating system), and then click Add.
  7. In the Type of Access list, click Allow Access, and then click OK twice.
  8. Under Default Launch Permissions, click Edit Default.
  9. In the Registry Value Permissions dialog box, click Add.
  10. In the List Names From list, click the Domain selection that you want.
  11. In the Names list, click SYSTEM (the operating system), and then click Add.
  12. In the Type of Access list, click Allow Launch, and then click OK twice.
  13. Click Apply, and then click OK.
  14. Restart Office 2000 Setup.

MORE INFORMATION

In the Distributed COM Configuration Properties dialog box, the Registry Value Permissions list on the Default Security tab under Default Access Permissions or Default Launch Permissions is empty by default. When an account is specified in this list, the SYSTEM account must also be added. If the SYSTEM account is not added in this case, the MSIServer service has insufficient permissions to install Office.
