FIX: Events That Are Published to PerUser Transient Subscribers May Not Be Received (297702)

COM+ Loosely Coupled Events that are published to PerUser transient subscribers may not be received by those subscribers. This problem occurs if the subscribers are running as Component Object Model (COM) EXE servers that are set to launch as a specific user.
CAUSE
This problem occurs because COM EXE servers perform batch log ons that the COM+ Event system does not recognize. The Event system responds to Interactive logons.
