SYMPTOMS

A Windows 2000 remote access client receives primary and secondary Windows Internet Name Service (WINS) servers that are configured by Internet Protocol Control Protocol (IPCP) during a Point-to-Point Protocol (PPP) connection. The same primary and secondary WINS servers are configured with DHCP Inform packets. The first WINS server is kept in the list twice, so the second one is not used. This in effect causes WINS redundancy not to work over a remote access connection.
