When you delete a primary rule group, the Delete the rule group and all child rule groups option is always unavailable, even when a primary rule group contains child rule groups. To remove these rule groups, start the deletion process at the lowest group in the hierarchy, and then move upwards towards the top-level primary rule group.

When you delete a primary rule group that has existing child rule groups, all of the child rule groups become independent of that primary rule group. These child rule groups are not deleted: They are displayed as primary rule groups under the Processing Rule Groups node in the administrator console. Only the child-parent relationships between these child rule groups and the primary rule group are deleted.
