SYMPTOMS

ICQ Express may not be available as an installable add-in, even after you download the software.

CAUSE

This issue occurs because of compatibility issues between ICQ Express and Outlook. You may not be able to install ICQ Express, or it may be unavailable by default.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
