SYMPTOMS

You may not be able to toggle the Install mode on a Terminal Services-enabled computer that is running in Remote Administration mode.

CAUSE

This issue occurs because Install mode does not apply to Terminal Services-enabled computers that are running in Remote Administration mode. In versions of Windows 2000 that are earlier than Windows 2000 Service Pack 2 (SP2), the Install mode state of the server toggles, even though the server is in Remote Administration mode.

In versions of Windows 2000 that are earlier than Windows 2000 SP2, the following message is displayed when you change the Install mode state from the command prompt:

User session is ready to install applications.
Install mode does not apply to a Terminal server configured for remote administration.

After you install Windows 2000 SP2, the server does not toggle the mode. The operating system is updated to prevent this action in Remote Administration mode; therefore, the programmatic attempt to change the mode fails. The following message is displayed:

Install mode does not apply to a Terminal server configured for remote administration.

STATUS

This behavior is by design.

MORE INFORMATION

In Windows 2000 SP2, the core operating system and the command-line tool are updated so that the Install mode state is enforced in the manner in which it was designed.
