Replmon Incorrectly Returns an Error Message When Binding to FSMO Role Owner (290149)

The Active Directory Replication Monitor tool (Replmon.exe), which administrators can use to view the low-level status of Active Directory replication, correctly displays the owner for each operations manager role. However, when you click Query to attempt an LDAP binding to the role owner, the following error message is displayed:
Active Directory Replication Monitor was unable to resolve, connect, and bind to the server hosting this FSMO role.
CAUSE
Before attempting to resolve the name and perform an LDAP binding to the operations manager role owner, the name of the server is incorrectly manipulated in memory; only a portion of the server name is used in binding.
