OL2002: 'Outlook Bar Shortcut to Web Page' Option Is Not Available (281063)

When you right-click the Outlook Shortcut Bar, the option for Outlook Bar Shortcut to Web Page is unavailable.
CAUSE
This option is only available when you view a Web page in the main Outlook window.
RESOLUTION
To resolve this issue, browse to a Web page, and then right-click the Outlook Shortcut Bar to add a link to the page.
To enable the Web navigation toolbar, point to Toolbars on the View menu, and then click Web.
